Is this the dreaded ethanol problem?

A friend's grandson has a small quad bike powered by a Chinese Honda90 clone engine. The carb appears to be a genuine Keihin. Several times recently the float needle has become well and truly stuck, resulting in lack of fuel to the carb. It required quite a pull to get it out, and I found that there were traces of corrosion on the side of the needle shaft. I cleaned it up as best I could and it was ok for a week or two, then the same problem again. There has been much correspondence about the effects of ethanol in fuel and I wondered if this was one of them. I know it can attack various bits of classic bikes, tank liners and so on, but this is only 4 years old.
Anyone got any thoughts or similar experience?
