If you want a cheap and best 110 3-speed just stick the Lifan piston, barrel and head on an old Cub bottom end.

It's the 4-speeds I like though. Given the choice of a 3-speed 110 or a 4-speed 90 I think I'd choose the latter.

As Bob suggested there, I reckon some good engines to be had from various Wave clones. Keep your eye on breakers.
The Wanger is still performing faultlessly two years / 10,000ish miles in. (+ whatever it had done before I got it)
