I've seen Jialing 70cc Cub copies with manual clutch in Britain but nothing 125cc.

Never seen a manual clutch Wave, but there's a Thai stepthrough called the Honda Nice which was available as a manual.
I think basically you'd be looking at far eastern imports for anything 125 and manual.
