You have missed an important point.
Changing the capacity won't change it from a motorcycle to a moped.
At 16 your only legally allowed to ride a moped, pre- 77 this means pedals, post 77 means 30mph designed top speed and it will need to be regisered as a moped.
Changing taxation class seems to be the one thing the DVLA can't manage these days.
There are other legal differences between a moped and motorcycle that wouldn't make any difference such as no need for a dipping headlamp or illuminated rear number plate and speedo.
Now non of this may seem important, right up to the point where insurance gets involved for a claim, then all of a sudden it's no payout because your unlicenced, uninsured, blah blah.
