Absolutely spot on Dave, you took the words right out of my keyboard 
this occurred in Lincolnshire a couple of years or so back when a 16yo was pulled on a C50 and due to no pedals/30mph restriction/plate it was seized under SOCAP and he was landed with 6 points and a fine. Apparantly his insurance washed their hands of it.....I know its all a bit finiky but its the rulez
