It sounds like either you have high resistance in the power feed to the motor or more likely the motor has had a bit of water ingress.
If you have green stuff showing at the thick cable connections to the starter solenoid and connection to the motor then you need to clean up the connections and use a dab of Vaseline to protect them when reconnecting.
If it's the motor then it would be cheaper to replace it with a good one then rebuild the existing duff one.
